Guys, need some advice. My figures got detained in kastam and I’m not so versed in dealing with them. My mistakes tho, last time i ordered something from mandarake was about 7 years ago. I thought the less than 500 rules still applies. So when i ordered some figures (5 box) with a grand total of about rm480 i thought everything would be just fine, so i proceed with the order and pay thru paypal. (Total with all the charges/exchange rate from paypal and cc was rm495)
So yesterday, when I received a msg from custom saying my stuff being detained. I just print out the paypal receipt and mandarake order and show it to them. But they dont accept the payment that i made thru paypal, and insisted on using their own current exchange rate which would result in grand total of rm502 and taxable. Then, i just agree la, and prepare to pay the tax of 10% which was 50+. But then the officer says my package have more than 2 items and need to declare by agent. This is a new thing for me, the agent is already standby there and explain to me the procedure. First i had to submit clarification form at MySafe (http://mysafe.kpdnhep.gov.my) and wait for them to clarify which takes about a week. Then, if clarification success, i need to forward him the copy for him to process and etc. The total charges would be 150+. Is this the correct procedure currently? Just wanted to have second opinion or something. I feel so stupid 😢

Apparently it's a new policy they are putting in place this year. I went personally to JB to claim my figure from customs recently, and the counter guy was being very nice to me. And he brought me over a big MySafe notice pasted on the wall and told me that they were going to start implementing this system soon - he said that it was more or less of a ?safety certificate for toys (and btw, I hate it when people refer to figures as toys) - I guess it's something like the SIRIM certificate for electronics that are imported from overseas? And he was going on about how they have to make sure that the toys that are being imported and sold to customers are certified locally as safe for kids (but I did not ask him if they would still charge it if the figure was bought for personal keeping of an adult, I just wanted to get out of there as fast as I could XD)

And I don't know the criteria with which they will withold figures for MySafe certification... is it from multiple items, or above RM500, or if they are going to open every figure box onward? I am having a figure (less than RM500) being delivered to me from Japan so I guess I will find out soon enough.

Personally, I think MySafe serves no purpose except the exclusive reason to charge more money. yawn.gif

for the sake of everyone I went through the website to look for as much information for us possible..

According to this particular pdf our figures should fall under this second schedule either as 5. or 21.
however the last note state that even though it should not be regards as toys it is still subject to safety standards.

The unfortunate part is we can't prove our figurine as not intended for age 14 or below so I guess this is where our gov classified it as toys and hence all that MySAFE stuff?

Which kastam is this? Anyway on the value part, yes, kastam will use their own currency exchange rate, though their value do keep track of current currency exchange rate. Unfortunately if MYR value went down after the date of your payment it might be over RM 500 already. If you order through Mandarake, I think you can ask them to underdeclare?

ooh i see, so this MySafe thing is really the new system la, i thought they were just bullsh1tting me. Yea i feel the same, it doesnt serve any definite purpose other than just an easy way for them to ask more money. Makes me really hate going to the kastam after this.

it was in kota kinabalu, sabah. Yup, i just knew we could exclusively ask mandarake to underdeclare the value which is too late. I emailed them after they sent out the package. So they already stick the original invoice on the box. No excuses can be made by then to the kastam. The 10% tax i could still close one eye and pay la. But the agent fee of rm100 is what makes me furious. There's literally nothing they did worth paying them for. I tried to argue with them on how i came by myself to settle and even apply the Mysafe form etc and doesnt need agent or whatsoever, and they were like ahh no no this Borang J or etc can only be done by agent and stuff. In the end i just paid la, learned the lesson the hard way. Maybe i wont be buying items from overseas after these T.T

According to my friend who is a kastam officer in KL, you can do the procedure for mysafe by yourselves, but it will take quite a while. Anyway this mysafe thingie on imported parcel is a pilot test program, at least until June this year. Though do take note the rules could be different on East Malaysia, since kastam there have more autonomy than West Malaysia

They will strive to make it as hard as possible for you to do it personally.

We all know this is to push ppl towards using the agents...

Will they implement it for every toy/figure parcel?

If declared value over 500, or they suspect underdeclare, or sender is on their watchlist, they will detain first. Then upon inspection if it's deemed under mysafe rules, they will ask for cert, on top of the sst

This is getting ridiculous.

I'll stick to handcarry hence forth... so that will limit me to around 2 figure per trip.. so thats 4 a year.... good enuf for my appetite.

Thanks for the info. I received my figure today safely (less than RM500 worth), which confirms that they only target above RM500 for the MySafe.

I guess I will have to stick to cheaper priced figures if ordering from abroad then.

RM 500++ more or less almost guaranteed to be detained. When detained they will open the parcel. That's when further rules and regulations will be applied. If fall under mysafe category, need cert. If fall under prohibited items (lewd figures for example) then will get confiscated

I bought it from Nippon Yasan.

So I received the figure today and kastam did indeed open my parcel for inspection. The figure box is wrapped with bubble wrap, so they opened a small hole to see the content. Thankfully they opened the parcel from the bottom, so they only saw the back of the figure. Not sure what will happen if they saw the front  blink.gif

Btw is it just me or kastam has been really strict these days? Within this month, I have two parcels opened for inspection.

hi,bro.
so, u received ur parcel after kastam inspection without attending to the kastam office ? cuz my parcel also been detained in care-off kastam. not sure will it be confiscated.

Hello guys. Sorry for long hiatus.

I'm want to ask some question regarding purchase item from AmiAmi.

1. Right now I'm try to looking some figure made by GSC, which is still available but there's a remark "For sale Japan only." Is that mean that the item only can be purchase for only Japan & can't be send to outside from it?

2. Have anyone here try to by pre-owned figure from AmiAmi as well. Just need some advice before I'm made decision for now.

TQ~

For Sale in Japan only usually doesnt mean anything. Go ahead and buy.
For Amiami preowned, their ratings are pretty strict, so even B/B condition is pretty good. First alphabet is Figure condition, second one is Box. Go ahead and buy. It is C grade that may have damage (which is described in the listing. If you dont care about box then some figures may have A/C rating. Figure is A but box is probably dented, hence C.

Thanks for the info mate. biggrin.gif

Now the only thing I need to worry about is how to deal with our kastam, especially at my place (Sarawak). shakehead.gif
