Maybe arrest wasn't the right word to use because you're right, not paying bills isn't a criminal offense... well, not until they officially declare him a bankrupt and a fugitive of the court. So... detain, most probably.
But I wouldn't put it past Singapore to 'detain' people for 'further action', especially if a police report has been made by the creditors. I mean, this is a country that 'detains' you for not paying your TV license, downloading MP3s, piggybacking your neighbour's wifi, forgetting to pay parking fines etc. Having said that, I could just be paranoid. But then again, who would have thought, not so long ago, that you could be arrested (with handcuffs and sh1t) for simply logging on to an unsecured wifi connection in a public area?
"detain" ? depends lah.. not paying TV licence, parking fines, do not deem for such action. TV licence, you get warning letter, than cut off if don't pay or pay penalty. As reported some lower income people didn't pay for months to few years despite warning and penalty... I kanna TV warning before before. Parking fines, all pile up unless you got traffic summon... not sure whether you get any, Sorry, I don't drive and have no licence too.
yes, logging onto someone's else line is indeed an offence as they claimed, cheaping and not paying due to who ever the due should be. Anyway, unless someone complain about you.. chances are, nothing will happen. Just that the company would want to warn all who like to ride on for free.
Downloading MP3.. yes, especially on SGTel, beware because they can trace to your line. I am using Starhub and have avoided downloading, but still occasionally download. My colleague told me, its hard for Starhub to pinpoint as its some what kind of a cluster.. I don't understand those term. Anyway, there are loop holes, you still can download including movies.... I did that before, but.. don't want to try again, except for chinese MP3 songs occasionally.

Hey, don't be that pessimistic lah... not as bad as you think, you may be fine, but not huge amount. Nothing much to loose afterall, you said its only mere hundres $. There is no plain cloth police, those are environmental officer going round checking on certain areas assigned, they can only issue fines, but no authority to arrest anyone, only the police can. In fact, I heard many in my days in NS in early 80s, but somehow find it strange as most of these happened to certain area. However, I am not saying it won't happen....
Hardly anyone being fine for Jay walking now (although there are, but fewer as reported), maybe you too unlucky to be caught... just too bad. . I still see people jay walking, but so far not seen any one being booked. In fact, in SG, cycling on footpath is illegal and carrys a fine by traffic police law. To date, only one person had been charged and even then, that person had complained to the press and forum, even to MP why only him and not others as there are easily many who do so. I had done so for ~9 yrs, even right in front of police car. Once, a traffic police officer stopped me even though I was cycling on footpath, but instead of booking me, he asked me to come down and walk my bicycle across the traffic light as they would advice cyclists to do. The SG of the old mindset, impose fine, fees, whatever, things work.. give free stuff, no body wants, free stuff = cheap skate... SUCHs mentality of us... but this is somewhat changing too, but then... never say never... it can still happen
