What's the diff? ATGM has at best, limited anti-air capabilities, no matter infantry or tank-launched. The system itself is the same. The capability to steer a missile at a target doesn't translate to its anti-air capabilities. Remember, an aircraft is much faster and much more maneuverable than a tank and it also has a lot of 3D space to maneuver, both not favorable conditions for something that usually hunts heavy armored vehicles. A tank may only move 5 meters in a second but a helicopter would probably have moved 20-30 meters in the same amount of time.RPG-7 is different case from normal ATGM, it has an exploit: The grenade of an RPG-7 will self-destruct if it reaches more than 900 meters, in effect turning the self-destructing grenade into a HE-FRAG warhead. Normal ATGM don't have this feature.
It's hard to do, but perfectly possible: Always shoot at helicopters near maximum range of RPG-7 to get HE-FRAG effect. Obviously this is damn hard to do with aircraft in open area where it can see the grenade coming and make evasive maneuvers but if circumstances forced aircraft into confined spaces like Bakara Market incident where Blackhawks were running close support for the Rangers, this forces them practically just hovering and running circuits around the city, this predictability of the Blackhawks' movements made it easier for the Somali RPG gunners to shoot them down.
