You can register with BEM even without any working experience as long as you've received your degree cert. but that's for Graduate Engineer registration.
For Professional Engineer aka IR, you'll need at least 1 year of local experience before you can register. That's the case the last time I checked with them, but that was quite some time ago..

But ain't that what washington accord is doing? Let PE in countries which signed that accord to work in other countries which signed. Not so sure. Maybe can't sign off.
