You can register with BEM even without any working experience as long as you've received your degree cert. but that's for Graduate Engineer registration.
For Professional Engineer aka IR, you'll need at least 1 year of local experience before you can register. That's the case the last time I checked with them, but that was quite some time ago..

1 year working experience in Malaysia still a requirement for PE.
Better register as Graduate Engineer soonest, else u will waste all ur working experience. Just like rawrkun said.
If registered as PE in SG, still have to retake PI in Malaysia after registering and also fulfill the same requirements.
Then only u qualify as PE in Malaysia and can sign off drawings.

there are various positions in the banking sector such as front end and back end.  I have mys friends working/previously working in UxB for front line position.  She got a decent pay for her qualification but need to work on shift and she quit after 3 years due to politics within the branch.  She was recommended this job by another friend who is still working in there.  If you have friends working in SG, it is much better that you ask them to recommend you into the company.

China ppl normally lepak at boon lay, geylang, joo chiat I guess. maybe some in joo koon as well.

I stay right near Joo Chiat. Yeah really a lot... But to be frank. They're everywhere. Food courts, any food stalls, any type of shops... Even Indian shop/mamak shop also hire them. They're really virtually everywhere. Just not much into professional career, more towards non-skilled job like restaurant helper/construction worker.
