You can register with BEM even without any working experience as long as you've received your degree cert. but that's for Graduate Engineer registration.
For Professional Engineer aka IR, you'll need at least 1 year of local experience before you can register. That's the case the last time I checked with them, but that was quite some time ago..

another point to add on, your experience will only be counted from the day you've registered with BEM.

There is. I dig back all my PDF's in documents etc and found it. When completing formalities you are issued with "FORM 5A ENTRY PERMIT" as well as an REP. I guess the Entry Permit is issued to represent the date you "entered" singapore as a PR? No idea.
