Bro, next time you better read the terms and conditions before applying for a card. I believe no where in the T&C did Citibank ever promised to waive their credit card annual fees. You claim that Citibank CS may have inform you this and that, but in the T&C (all banks), it is clearly stated that they have the rights to change any policy.

For my case, Citibank has been good to me. They waived my Platinum card last year and this year after I begged them (once only and they waived it on the spot).
Anyway, what's the big deal if any bank don't want to entertain our request for annual fee waiver. Just terminate the card and go get one that offers some kind of annual fee waiver mechanism - and if we are unable to satisfy the conditions to be eligible for auto waiver, don't apply for it.
Moral of the story is - if one is not willing to pay annual fee for a credit card, redeem all points and stop using the card a month before the anniversary date and be prepared to terminate the card comes anniversary date.

I fully understand all the T&C and definitely aware that Citibank is not obliged to entertain my request, neither do I think I will be able to take any action against them. However, having used their cards for many years and it's true that their officer always informing me that it's as simple as just a call and implied that a waiver is almost certain, I have never thought of changing my card as I just want to be convenient and stick to one card. In fact I only use Citibank Premiermiles, though not spending a lot, but at least I spend more than 40k per year, not a lot, but I still spend. RM 600 annual fee is indeed a lot to me. I have spent much more last year than previous years, past few years waiver was indeed just a call away, but this year I went through a lot of hassle and many calls made, many arguments, to get that waived and I was "warned" this time that waiver is going to be very "subjective" and at the mercy of their absolute discretion.
