I can't see that cos to me, Lumia 925 isn't actually a next version of Lumia 920, it is more like Lumia 920's variant with minor bump but they are still in same batch of products.
Like how Samsung Galaxy S4 got variants like Active, Zoom etc.
So I can't see why Samsung can do it and it is okay, while Nokia do it then it is not okay?
Also, the first Lumia 920 released November 2012, and this Lumia 1020 seems to be released worldwide and reaching us by another 3 months so that makes it October 2013. So, it is about 11 months cycle, which is practically the same as S3 (May 2012) to S4 (April 2013). So, I don't see why there are 4 times flagships in a year there?
If you meant from Lumia 800 to 900, then to Lumia 920, then yes, I have to admit that Nokia do have problems on schedule of releasing the phones back then, perhaps it was about that time when they start mass producing Lumia 900 and suddenly MS told Nokia that WP7 cannot be upgraded to WP8, so they couldn't just halt the production half way so they ended up just releasing Lumia 900 and suffer the brand damage.
At least now all Lumia (WP8 series) get the updates; while Samsung, I cannot say for sure.
However, there is one thing that I have to salute Samsung for, their phones always available for sales very soon, usually just about one month after announcement.
