For any investment, there always ups & downs... No investment have been up up / positive forever unless there's some "smoother" income thingy ie. C/fwd income to bad years...

In order to reap the most out of self contribution of RM 60000/year , would it make any difference to deposit that money in December rather than in January?

Definitely yes.

Why?

The div is calculated on daily basis. You start getting the div the day you put it in. So the earlier you put it in, the more div you will get.

I have a spread of assets. But last year the biggest generator of the returns were gold /silver mining stocks.

Yes, gold and other precious metals were at low on Nov 2015 and peak on Sept 2016, you got 18% ROI. How about your records in year 2012 - 2015? Need to have consistently
Good ROI reports, not only year 2016.

I just started bought some precious metals counters in USA in July 2015.

Good ROI reports, not only year 2016.
