CYBERJAYA, July 24 — Property developer Emkay Group is expected to launch the first phase of 960 units of affordable homes by November from a total of 3,682 units that will be built in Cyberjaya.

Emkay Group chief executive officer Ahmad Khalif Mustapha Kamal said the affordable homes project in Cyberjaya, developed at a cost of RM500 million, would help develop Cyberjaya and in return encourage more local and foreign companies to set up their offices.

“The state government has already approved the development plan for the affordable homes, priced at RM120,000 a unit for a three-room plus two bathroom, 800sq ft build up area,” he said after breaking fast with 70 children from the Baitul Barokkah Al-Mahabbah orphanage in Salak Tinggi and handing a contribution of RM10,000 to its caretaker Norlida Rasidi, at Wisma Mustapha Kamal, here, tonight.

Ahmad Khalif said those interested in buying the houses would need to register at the Selangor Housing and Property Board (LPHS) before eligible candidates are picked to own such houses, based on their income.

The development covers an area of 20 hectares, he said.- BERNAMA

STRONG GROWTH: Development in Cyberjaya has grown by leaps and bounds from the day it was first mooted 16 years ago
Cyberjaya is a well-planned city with fibre optics laid out across the entire area with first world standard infrastructure and facilities. It is a city with immense potential ready to be tapped into. The pace of progress is reaching an overdrive stage and is targetted to be at full speed by 2015.

This can be seen in the recent influx of residential and commercial developments by prominent developers including EMKAY Group, Mah Sing Bhd, UEM Sunrise Berhad, OSK Property Holdings Berhad, Glomac Bhd, Paramount Bhd, MCT Group and SP Setia Bhd. The on-going residential developments are targetted to deliver 11,000 residential units by 2015 and 2016. This is expected to draw an estimated 44,000 people thus creating a population exceeding 100,000. By year 2020, the projected population in Cyberjaya is expected to touch 280,000.

Property developer CrystalVille Group is amongst the many property developers making its presence felt in Cyberjaya. CrystalVille Group is no new kid on the property development block. Introducing CSB’s latest commercial development
CrystalVille Sdn Bhd’s (CSB) latest commercial development is Plaza CrystalVille@Vita, Cyberjaya (PCV), consisting of 58 units of 2- and 3- storey shop offices with an area of 22’ x 70’ on freehold land.

Four of the blocks are individual title shops while two blocks are strata title shops. The selling price for PCV starts from RM1.724 million.

PCV takes up 6.20 acres and forms Phase 1 of the development that sits on a total land area of 13 acres. 2013上半年,本地產業市場進入較為沉靜的階段,一般市民抱著觀望的態度,心想看看全國大選舉行後,當形勢比較明朗、房產價格能否降溫,進而惠及普通百姓,再來決定談論購屋計劃。
轉眼半年過去了,城市中的一些發展商,開始推出新的產業發展計劃,或者繼續推出之前尚有的房產存貨,這些新屋的價格繼續上調,不論是單位售價或以每平方尺計,都刷新之前的紀錄,這令許多尚未購買房屋的年輕人感到納悶。
購屋者有心無力
收入保持在原有水平時,我們不禁要問:“這麼高的屋價,如何購買,即使有心想買,似乎也只能是有心無力!”
為何這樣說?購買房屋需要一筆首期購屋款,還要向銀行貸款一大筆錢,然後分20年、25、30或35年攤還,供完之年已經是“老安娣”或“老安哥”了。
就以雪隆一帶的屋價來說,平均價介於50萬令吉,從普通公寓的30萬令吉到有地房屋的70萬令吉,以平均價50萬令吉來界定,與現實情況相比,差距不會太大。
舉個例子,假設購買的房屋價格在50萬令吉之間,成功領取90%產業貸款,購買者年紀40歲左右,獲批貸款45萬令吉,貸款25年,就是供期至65歲,每月的供款在2千400至2千500令吉之間。
不論是個人或聯名購買者,收入至少要有7千500令吉,以2012年大馬人均收入9千970美元(約3萬2千令吉)計算,個人平均收入不到3千令吉,如果放眼50萬令吉產業,必須以聯名方式購買,或是轉為購買地點較遠、屋價較低的房屋。
市郊還有少數低於30萬令吉的房屋,不過,這些多半是租約尚存年限較短、比較老舊的房產單位,例如沒有電梯的5層樓公寓,或是管理質量較差的住宅社區。
策略性地點價格飆
許多時候,我們會以地點做為購買產業的優先考量,可是,位於策略性地點的產業價格,真的很高昂,遠遠超出市場的平均水平。
即使是在八打靈再也,儘管這裡並非鬧市,可是,服務公寓的售價已逼近每平方尺1千令吉的價位,令受薪階級者大嘆誇張!
雖然價位偏高,可是,發展商卻有辦法在短時間內,售出三分之二的單位,這是普通百姓無法理解的情況。姑且不說首都吉隆坡、八打靈再也、首邦市、甲洞、安邦等地區的產業價格,平均在50萬令吉的水平,後起之城“電子資訊城”,就是今天大家口中的“賽城”,新推出的產業價格也不便宜,這並非在為這個城市的產業計劃宣傳,而是投資產業的步伐已經往南移,借用行內人的話說,這裡的市場還有比較多的增值空間。
發展商紛進軍賽城
兩、三年前說到賽城,人們總覺得比較偏遠,不過,隨著不少大型發展商進駐該城,興建數量不多的高檔房產單位,而且取得不錯銷量,人們開始關注賽城的產業發展,加上這裡還有比較多的發展地段,可供發展商在接下來的8年、10年繼續發展屋業,促使他們紛紛進軍賽城。
假如週邊銜接交通完善,相信不用幾年光景,這裡的產業市場又是大家掛在口邊的課題,對於尚未有房產的年輕夫婦或上班族來說,總是希望產業價格的漲勢稍微放緩一些,以便他們可以搭上購買產業的列車。
產業稅助壓制房價
話說回來,在中高檔產業買家之中,其中不少已經有產業單位,即使產業價格昂貴,他們依然有條件領取房屋貸款,箇中安排包括:以手上其中一間已供完貸款的產業單位作為抵押。
假如我們說買家局限在少數一些人,這其實有一定根據,如果能展開比較深入的市場調查,不難發現,一些買家不只在A區擁有產業,也在B區有一個單位,甚至在C區有一間店屋,這一點也不稀奇。
一件理想的產業,不只容易出租、也會迅速增值,這使到買家很快達到投資目標、看到投資的成果,也成為產業投資者或投機者追逐的目標。
雖然有關當局意識到產業價格的漲勢,已經介於不能坐視不理的水平,可是,他們似乎心有餘而力不足,很想拉住產業升勢的韁繩,然後鎖定在一個位置,確保它不會繼續往上升,可是,力度不夠,尤其是在轉手市場,更足以反映這一點。
友聯產業公司總經理包久武認為,恢復實行1976產業盈利稅法令、是其中一個制止轉手市場產業價格上漲的措施。
他說,如果大家有稍微留意產業市場的走勢,不難發現,一度暫停實施的產業盈利稅條例,是產業價格隨後上漲的推手。
一些產業投機者準備一筆首期購屋款後,在市場頻密進出買賣產業,賺取可觀的利潤。
從附文可以看出,首2年賣出需要繳交30%的產業盈利稅,在豁免該項措施之後,造成一些人大舉進場,反正買了再賣又不必被抽稅,賺個3萬、5萬令吉並不難。
二手屋價也屢創新高
包久武補充,這一來一往的交易,導致產業價格越滾越高,買了之後賣,賣了之後又再買,如此的循環,轉手產業價格屢創新高,這股漲勢產生另一股效應,發展商以其首期、次期產業價格漲幅,作為後來新屋的訂價參考。
結果,推出市場的新屋售價也不便宜,相信有關注產業計劃售價的人士都意識到這一點。只是業界一些人士頻頻強調,本地的產業價格,與鄰國或區域市場比較便宜多了。這話雖然沒有錯,可是,別忘了,鄰國的人均收入是我們的數倍,以2012年新加坡人均收入5萬零714美元,折合馬幣是15萬2千142令吉為例,足以說明這一點,而且我們只是取比較保守的數據。
坦白說,我們希望業界人士不要再以本地的產業價格,比鄰國新加坡、區域市場的香港、台灣、歐、美市場便宜做比較,這是不實際的比較。
如果我們的人均收入是15萬令吉,那麼想要購買50萬令吉的產業,相信不必過於傷腦筋。
城市房屋需求激增
較早前提了一個時候的推廣“可負擔房屋”計劃,進展是否順暢仍有待觀察,國家屋業發展有限公司日前指出,政府設定5年內承建100萬間可負擔房屋目標,此舉雖未能全面應對需求過多的局面,不過,只要能填補市場上需求的10%,將有助於中低檔的房產價格、降溫至35萬令吉的水平。
該公司董事經理拿督卡瑪魯表示,目前在巴生河流域一帶的中低價房產,價格普遍介於30萬至45萬令吉,有些正逼近50萬令吉的價位。
按目前中低檔房產市價計算,若房價稍微下跌10%,巴生河流域一帶的中低檔房價,預計可回跌至30萬與40萬令吉之間的水平。
卡瑪魯透露,自1997年亞洲金融危機發生後,國內房地產市場步伐放緩了一段時期,直到10年前才逐步復甦,這幾年大學畢業生增加,在加入就業市場後,對房產構成一股需求力度。
此外,為了就業機會,不少年輕人進城找工作,掀起鄉村人民移居城市浪潮,推動市場對城市房屋的需求。
供求失衡推高售價
提及增加房產供應,是否能協助減緩房價漲勢,他說,我國房產目前的供應與需求,尚面對不足30%的情況,這也是造成房價升高的原因。
可是,郊區一些房產供應位於非熱門地點,存在滯銷情況,造成部份投資者蒙受虧損。因此,我們必須正視供求失衡的問題,才不會出現多數人擠在城市及週邊地區,造成擁擠情況嚴重,另外,一些地區的房產供應卻乏人問津。
“對我們而言,增加房產供應的目的,並非是為了100%滿足市場需求,只是希望可透過此舉稍微緩和需求嚴緊的情況,一旦需求獲得舒緩,房價漲勢自然會相應調整。”

可負擔房屋防炒作
關於可負擔房屋計劃可能演變成投機人士的炒作目標,卡瑪魯認為,政府應介入管制,同時建議由土地局做為主導單位,畢竟土地局才有權力決定土地或產業的擁有者。

“土地與產業的割名或轉名手續,最終決定權在土地局,假如能以該局為主導管制單位會更恰當,產業能否獲得轉名,最終決定權在於個別州屬的土地局。”
他說:“房屋與地方政府部雖然也可扮演管制角色,可是權力有限,當房產計劃建竣,發展商擁有自由銷售的權力。”
卡瑪魯認為,政府或者可依“一個馬來西亞房屋計劃”為指標,凡是40萬令吉以下的房產,都必須受到管制,確保最終能惠及中低收入的人民。
根據規定,所有房屋發展商在推出房產計劃前,必須獲得房屋與地方政府部發出的執照,同時,屋業廣告和銷售准證皆需獲准,可是,可負擔房屋並未明文定義,只准售給低收入人士,因此,容易讓投機者趁機謀利。
鑒於滿足市場需求是抑制市場炒風的最終解決辦法,不過這並非一朝一夕的目標,卡瑪魯指出,政府總歸需要介入管制,才能有效減少產業市場的炒作活動。
高檔房產興建一高峰
此外,各大發展商紛紛轉向發展高檔房產,中低房產則受到忽略,致使中低收入族群負擔不起,無法實現擁屋夢想,加上人民薪資調幅偏低,也是其中一個導致中低收入群買不起房屋的原因。
卡瑪魯說,造成中低檔房產走高的因素,基本可分為3個,就是發展商專注發展高檔房產、建築材料成本走高及人民薪資調幅偏低,政府應正視這幾個大因素。
“有鑒於此,政府準備結合房屋與地方政府部、國家屋業發展有限公司,以及一個馬來西亞房屋計劃的力量,推動可負擔房屋建設計劃,以期在5年內達到興建100萬間可負擔房屋的目標。”
卡瑪魯繼稱,2008年的全球金融危機發生後,連帶推高建築材料的成本,國內房產需求殷切,可是,原料成本大幅攀漲,導致供應減緩。
“發展商由於建築材料價格高居不下,暫緩建設工程8至12個月,造成一時間供應不足以應付需求,加上本地調薪幅度,始終追不上房價升幅,更讓投機者有機可趁。”
低收入者申貸不易
另一方面,欲購低價房產者也不容易獲銀行提供貸款,低收入者遭銀行拒於門外,讓想擁有首間房屋者求助無門,國家屋業發展有限公司仍與銀行洽商,目前只是伊斯蘭銀行提供這類型的房屋貸款。
“一項最新的調查指出,32%的房屋貸款者無力償還借貸,讓銀行不敢輕易批准他們提出的貸款申請,偏低的薪資是考慮擁有房屋的最大障礙,過去幾年,房價急劇上漲,薪資調幅卻只是房屋漲幅一個微小的比例,讓許多人沒有能力向銀行提出貸款申請。”
他說,以目前情況來看,人民對於房價40萬令吉以下的房產需求偏高,尤其是價格在20萬至30萬令吉的房屋,可是在巴生河流域一帶,似乎已經很難物色到這一價位的房產。
卡瑪魯以“一個馬來西亞親民房屋計劃”為例,指這類房產的購屋者,總是比較難獲得銀行提供貸款,因此,國家屋業發展有限公司正積極與銀行洽商,希望能有好的成果。”

haha... most interesting is the author said he is not promoting cyber but just telling the truth...

other than that, also mentioned price of property increase in the next half of 2013...

Nothing so profound about this. Mostly stating some facts.

Property prices seem to move so fast that make it beyond reach of "most" people.

Yet developers are still selling their "expensive" properties reasonably well.

That would mean properties are mostly bought by smaller group of people who can afford and continue to be able to get loans.

Fisherman I share your views about cristal residence.

For me cyberjaya is mostly stayed by students.

Properties targeting at students get good occupancy rate.

Higher end properties are low occupancy.

Most of the properties are bought by investors ( ie non-own stayers ).
