Mine happens when my brother streams YouTube or sister downloads some files. My ping in Battlefield will spike from 20 to 500~1000 while in Diablo 3 my ping spikes from 250~350 to 700~infinity.

Nah, thats just " tersedak " sometimes occur, tho lately happened quite a lot, due to maintenance i guess..
Fiber can support a large bandwidth, and latency of a speed of light.. so latency will likely to be independent from user throttling the DL.. Well, correct me if im wrong.
Just for thought for those who didn't know, fiber can support up to more than 1gbps, ( internet + intranet, you'll get the idea )..
