This program seem to encourage ppl to go oversea ? Imagine if u r a specialist or consultant...u have a choice to stay back to serve the country or go oversea for better pay..why not just go oversea and earn your bucks and try your luck, 10 years later if you want to come back you can come back as a returning expert with tons of benefits. This is in contrast with your colleague who graduated from same university as you holding same qualification but decided to serve the country out of love of the country

What benefit? They have been reducing the benefits since the program started.

Any REP purchaser realized that buying a car with EEV incentive will incurred higher cost when we sell the car. Let’s take Mercedes C200 as example because this is the car that can compare before and after EEV price for REP.

Before EEV
Selling price RM268,888 REP price RM188,523.51 (with GST)
(Assuming a tax reduction of 30%)
After EEV price
Selling price RM248,888 REP price RM 208,870.25 (with GST)
The price increase due to EEV incentive that REP is not entitled. We have to pay the extra RM20,000.

Selling the car after 2-3 years
Estimated market price at 50% depreciation RM124,444

Cost to REP purchaser
Tax you have to pay back for selling the car based on market value RM124,444*30%=RM37,333.
REP Initial Purchase Price depreciation of 50% RM208,870.25= RM104,435.
TOTAL COST for REP RM141,768 but you can sell only at market price RM124,444. So you loose quite a lot. Even you sell after 5-7 years there is still a loss to REP buyer compare to non-REP.

Some might say just don’t buy car with EEV incentive.  There will be more car with EEV incentive in the future as the car are getting more fuel efficient.  Mazda all sky activ  engine,  Mercedes c200, Honda City CRV.  So for all REP who has not purchase the car or FUTURE REP there isn’t an incentive to us but a burden.
I have checked with TalentCorp and they will revert in 5 working days.

Just wondering where you got the 30% tax repayment from?

As per TalentCorp FAQ on ckd car you gotta pay back the tax on a reducing value of the car market value at the time you sell the car. Assuming the initial tax free gotten is 30% (please see the price before EEV). Hence, you gotta pay back 30% of the speculated market price.

This program objective is to bring back Malaysian talents back to serve Malaysia. Without this program, Malaysian will still go overseas to work if given a choice. This program is more of a medicine to cure the diesease rather than a vaccine to prevent people from going overseas to work. To formulate a vaccine for this diesease, the country still have a lot to do.

What they need to do is to reward people that chose to stay back in the first place....it seems there is nothing in place...they rather ppl leave first then use incentives to lure them back

Just got this email.
----------------------

NOTICE ON GOODS AND SERVICES TAX (GST) RELATED TO THE CAR TAX EXEMPTION UNDER THE RETURNING EXPERT PROGRAMME

Following the introduction of the Goods and Services Tax (GST) on 1 April 2015, the Ministry of Finance (MoF) have confirmed that the GST will be charged on the tax exempted car of all successful applicants under the Returning Expert Programme (REP) approved after 1 April 2015. This 6% GST is separate from the exempted RM150,000 taxes and duties related to the purchase or import of the car.

However, successful REP applicants whose applications were approved before 1 April 2015 are exempted from GST. This exemption is valid for a period of up to two years from the date of the approval letter issued by TalentCorp.

Effective immediately, successful REP applicants approved after 1 April 2015 will have to apply for the tax exemption of their car online at http://smpc.treasury.gov.my.

Meanwhile, successful REP applicants approved before 1 April 2015 will have to manually apply for the tax exemption on their car to MoF's Bahagian Cukai.

For further information/clarification, kindly contact us at: +603 8892 3800 from 9am-6pm (Mondays to Fridays) or e-mail: rep@talentcorp.com.my

Thank You.

Regards,
REP SECRETARIAT

The country is actually rewarding the people by lower income tax, lower medical fees and lower education fees compared to non-citizen in the country. But the quality and degree of rewards is very subjective to each individual.

Even good rewarding counties like USA, UK and Australia there are still minority citizen choose to work overseas. They either can't make it in their home country or wanting to look for different work environment. Many westerner opts to work in China and learn their language and go home they have advantage over their counterparts.

Talentcorp is formed trying to bring back those talents to add value and serve to the county.

According to TalentCorp REP purchaser can claim back the EEV incentive given and I am checking with TalentCorp what are the procedures and department to claim the EEV incentive for REP buyer. It may be a good news for those who has purchased a car with EEV incentive eg Mazda CX-5, Honda City and Mercedes C200

Good day to all Sifu's,

Need your opinion on REP booking procedures as i booked honda civic 2.0 around 8 Sept 15 and my REP expired mid Nov 15. Sales guy told me in Nov, Honda stop all 2015 production so car allocation will be 2016 and he will do REP extension with MOF.

My concerns now after 3 months i still need to wait for MOF approval on REP extension & follow by another round car allocation - is it worth the waiting & impact on the new pricing despite i booked in Sep 15.

On the positive side - if the REP extended maybe to another year i can change the booking to new Gen 10 Civic

Hi bro,

Any update on this from TalentCorp? What you said about the EEV cars are correct. Right now, the E200 is the same price as the C250 cos of the EEV incentives.

Cheers.

Only a few steps to change a medicine into a vaccine, to use your analogy:

1. Choose by talent and on merit, not by race or religion
2. Reward by talent and on merit, not by race, religion or political affiliation
3. Abolish discrimination, bumiputra-first policies and level the playing field

Alas, those are steps too far for Malaysia to ever take.

So you end up having half baked measures like this Talentcorp rubbish, which essentially attarcts second tier talent to come back to work, and who are more concerned about "what's in it for me" than "how can I serve the country best" questions.

the amount of tax to be paid depends on the current value of the car determined by the customs. the most accurate is to get a quote from customs, which is what you did smile.gif

Gotten a reply from TalentCorp after getting confirmation from MoF that the car published price is after considering all taxes deducted. I agree it is already excluded all taxes. However the EEV is an incentive introduced by MITI. I have inquired TalentCorp if they are working with MITI if the EEV is going to be extended to MREP applicant.

Using my analogy is that while a vaccine is still not yet viable or safe the best cure would be a medicine. I personally think it would be good if there is medicine to cure the ill than without any medication and let the ill person deteriorate or die.

I am not in a position to actually comments how best to change the medicine into a vaccine. I am just a normal citizen and no knowledge on managing a country. Hence, I would emphasize that the steps you mentioned above do not represent my analogy.

As for the how can I serve the country best, everyone do have their own opinion. Hence, I do respect your view and opinion.

Hi egoiste.rm. "To use your analogy" merely means to use what you mentioned regarding medicine vs. vaccine. The illustrated example I then applied was mine. I did not take your words out of context, I merely applied my opinion (and thank you for respecting that) and fleshed out the words you used.

It wasn't to indicate what you thought or what you had in mind.

Hope that's clear in this respect smile.gif

Latest update that clarify the EEV issue.
The EEV incentive is granted by MITI to the car manufacturer. As to how the car manufacturer wanted to pass on this incentive is wholly up to the car manufacturer and according to the manufacturer pricing policy.

As for most car manufacturer decided not pass on this incentive to REP buyer or decided to pass on the incentive at a lower rate. Probably the concept of many corporate where only one discount or promotion code/item can be used only.

REP already used the tax free so EEV INCENTIVE not applicable.
