This program seem to encourage ppl to go oversea ? Imagine if u r a specialist or consultant...u have a choice to stay back to serve the country or go oversea for better pay..why not just go oversea and earn your bucks and try your luck, 10 years later if you want to come back you can come back as a returning expert with tons of benefits. This is in contrast with your colleague who graduated from same university as you holding same qualification but decided to serve the country out of love of the country

What they need to do is to reward people that chose to stay back in the first place....it seems there is nothing in place...they rather ppl leave first then use incentives to lure them back
