This program objective is to bring back Malaysian talents back to serve Malaysia. Without this program, Malaysian will still go overseas to work if given a choice. Alas, those are steps too far for Malaysia to ever take.
So you end up having half baked measures like this Talentcorp rubbish, which essentially attarcts second tier talent to come back to work, and who are more concerned about "what's in it for me" than "how can I serve the country best" questions.
