No. You have to charge at least RM1,000 into the card and not by having a balance of more than RM1,000 in the card. Meaning your accumulated purchases must be more than RM1,000 in a calender year to get the annual fee of RM24 waived.

The major selling point of PBB VISA Electron is that it is not linked to your savings or current account at Public Bank (if you have any). As a matter of fact, you do not even need to be a Public Bank account holder to get the PBB VISA Electron. All you need to do is to fill in the application form and submit it. You'll get the card in a few weeks. There is no passbook or anything. Just a monthly statement that will be mailed to your house so you can keep track of your spending.

It is illegal to charge the buyer who chooses to pay with either a credit card or debit card but many stupid IT stores in Low Yat and stores selling cellphones still impose the extra fee.
