Doesn't matter what region you get if you just want to play online.

If you want DLC, you'll want either Region 1 (US I think) or Region 3 (Singapore), cause DLC is region locked and you'll need the proper currency and credit card or whatever it was.

I fought some guy called BigSnakeBigSnake today.

Very good with his combos, very flashy. His Gen and his Seth were fun to play. I know he picked some other characters too as we were both shuffling about the roster but those two are the ones I remember most.
