First things first: learn to tech throw.  You can do this by pressing throw (light punch + light kick) as they throw you.  So even if you get caught by throws, you still have this option.

Now, for the situation you described, I suggest hold block while mashing light punch/kick/throw.  You will block whatever attacks they throw out, and if their attacks are too slow, you'll either jab or throw them.

I do not suggest low hard kick.  Most characters have a slow one, too slow for close range, throwing distance.  Light attacks or your own throw work best here.

If they jump early, try walk forward (until they will just miss their attack but you're still next to them) and then throw.  Alternatively, Focus Attack - Back Dash would work too.

I think I'll be on afternoons/nights.  For instance, I was just playing (about 11.30 - 12.30).

I tried to invite Tristan, but I guess he was busy.  Spent my time playing a bunch of random ranked matches (I am now almost 500 yay...) and I played a few player matches against some random dudes.  There's this one guy I played with that I challenged 5 times in a row.  Then he dc'ed.  I guess I was mean.

To anyone that was wondering (particularly lykiat) I didn't use Balrog today because earlier in training mode, I kept messing up my combos/links with him.  So I thought, if I can't pull it off offline, I'm never gonna get it right online.

So I decided to just try a few different characters.  Akuma's lots of fun but I get hit too much to use him consistently.  Bison's got awesome moves but I have zero combos with him besides mash light attacks and low kick -> scissors kick.  And my Ryu is horrid.

I have also made note of many things that I didn't know cause I'm still quite new to the game, but the one that stands out to me is the following:

Fei Long's Ultra can come out fast enough to catch Cammy's low LK (wtf  )

i hate tristan when he's already jumping and doing a cross up when i'm still falling from a jump. i cant judge if it's a cross up or not.
