Yes, and it also completely sterilizes the fun and variety out of the game. If you would like another vote, you can ask the organizers to get another one and we'll get ONLY the team captains to vote. And that whole bit about saving time? It's a myth. Here it is coming from someone who has helped with organizing and running CoD4 tournaments on with local rulesets and 'international' rulesets.

In all honesty, i didn't like the WCG Singapore rules due to the fact that it is too close to other games, it might either kill the other games or vice versa. The core groups who played COD4 for the current rules may leave to newer games because of it and CS clans might come over, killing CS in the process.
Before applying the rulesets, please think about the future of the INDUSTRY, not the game, not your company, not your competition. THe rule set in singapore also makes it longer for games to complete, giving you time constraints as a organizer. Normal Malaysian games, although having multiple game modes, lasts from 45-60 minutes TOTAL, where as 1 game of 14 rounds in SnD with the WCG ruleset will last you an hour EACH set. Which means a game that goes to a tie breaker, might reach a total of 3 hours. IF all teams were as strong as each other, a 16 team game will last a total of 12 hours to the finals, without a group stage. A problem i faced while running the WCG in Singapore.
Honestly, like I pointed out earlier, I don't mind either ruleset. On the other hand, if you were to force me to vote, I would vote Malaysian rules. You can call me kuno, old-fashioned, backward, whatever, but it doesn't change my mind that the Malaysian ruleset is much more fun to play with. It also levels a lot of the playing ground with the perks available.
You see, with international rulesets, once there is a visible gap between teams, it just gets bigger every tournament. New teams can't catch up much to the big boys because you can't change your perks to give you an advantage over the other team and changing your tactics too much isn't going to make much of a difference against the big boys. All it boils down to is how sharp you are with your weapon. The Malaysian ruleset allows for many different variations. You can be strong in one map and weak in another but with the right combination of perks, you
CAN match your opponents to complete your objective, especially in Domination and HQ. Changing your tactics brings about a whole different style of gameplay, especially with those two maps sometimes enabling you to get surprise wins against teams that might look stronger on paper.
Now, if you wanted a change in to the international ruleset because you did not have much joy in local tournaments, trust me, you're not going to get much better results with an international ruleset unless you get lucky with your brackets. So, again, if you like, you can ask the organizers to call another vote but I don't think the results are going to change.
