When i check my 11700 is running at max 4.789ghz which is about right but then current clock for most of the cinebench is roughly at 3-3.1ghz. My multi core bench mark only top to about 99XX. probably we in same spec. 11700, z590 board, 16 gb ram.
while try running benchmark, change
computer properties - performance - adjust for best performance
power option - ultimate performance
on fresh windows installed.
emmm what more.. close all other apps which running maybe..

so now im getting roughly 13k score for cinebench r23 multi core at around 63-69C max temperature. I guess thats roughly what i should be getting.
yes, as all sifoo here suggest change power limit.. good cooler help..
