yes, there are housing areas that built close to HTC, but they aren't many (%) out of total and likely with safer distance like few hundred meters away.
harm or no harm (health issue) will not be immediate, be it direct or indirect and usually difficult to quantify (also subject to individual immune system). but generally EMF that carries high current shall have its implication by scientific sense. cannot benchmark with mobile as the power dissipation or emission is merely in range of mili watts.
from business sense then yes, for anything less than 100 meter (incl. waste management/septic pond/irregular terrains) it will be immediate eye sore, and has negative impacts when trying in dispose in the secondary market.
henceforth from fair perspective: when there are choices, just avoid HTC unless you got no choice or liking much to the project itself. imo setia alam/klang still have plenty of lands as compared to urban districts/CBD KL.
