The land previous was land fill, also soft land, as near to river. The land max can build landed, not suitable for high rise That why stop

Flora resident will be the minority to actually enjoy the extra add-on from the surrounding. i believe owner or family who stay in Flora wont allow their kid or themselves to actually walk out the condo since the safety is not so convincing once u step out the premise.
