Yes of course means eligible for cash back.

Even if its MCC flips to telco, it won't affect PB Quantum Mastercard since it is not under exclusion.

I believe both doesn't fall under the category for online/e-commerce.
You should get Affin Duo Visa for all auto-debit/auto-pay transactions.

Auto debits are not entitled. But if you can still pay them online, then you would get cb.

Very slow , try 3 times.
4th and 5th give up, went to TNG , very smooth.

Quite slow but able to complete straight 5 times topup to BP earlier

Could you share the timeline (which exact time) to top up 5 times on big pay card using public bank? Trying to study the pattern
