likely not a scam.

grabpay is connected to adyen payment gateway/processor, then redirect to PBB for OTP. somehow, PBB side somehow couldnt connect to their OTP server (maybe maintenance? misconfigured? etc

try again with other merchants, e.g. bigpay. does it happen as well?

AF waiver has no specific exclusion. usually just need to "spend".

i've waved rm1200 and rm1799 before, no issues with wave-then-pin. i guess the limit should be your available CL.

however, your concern should be the terminal--- whether it support wave-then-pin method. some older terminals doesnt support this flow.
