I'm not sure if your FDs pay the dividend back to your SA on a monthly basis,
maybe you can try applying VS with the FD certificates (not sure about the 6 months cooldown reapplication after a rejection, I get rejected all the time and I never wait 6 months for another application),
but if you want a better chance of getting accepted, best to know it from their staff.
Some banks would actually ask you to invest in their FDs to increase CL for example, not sure if it works the same way for CC application

I don't know why you even think Watsons should fall under departmental category.

How long away from your 1st card?
If few months away, most probably they will ask to supply necessary documents.
