what is that weekly cash back allocation? does that mean not everyone is entitled for cash back from their CC when it hits the target?

Public bank CB statement is tons better than MBB. You can see each itemized CB transaction wheres MBB only the total per month.
PS. Btw anyone can confirm if Quantum MC still gives CB for Ptptn portal?
