I can't be sure whether it is the problem of the card or the terminal I tried just didn't support paypass.. but I guess nothing wrong with the card..

Since you mentioned that the card was failed at several different merchants, I believe it's a faulty card.

My previous Quantum MasterCard was unable to use contactless feature as well (pin and pay works fine), complained to CS and they replaced a new one to me. It works like charm now.

very likely the terminal is not compatible with mastercard paypass.

go try CBTL la. use quantum mastercard, use the contactless reader, and you will also get cashback too! 

I don't pay attention to Paypass vs Paywave. Everywhere I went I just mention "wave" and it will gone through (if the merchant wants to wave).
