Anime (classified as Scale/Model Toy) and Playing card both have tax @ 20% and both is also subject to Customs Prohibition of Import Orders, which means you need to apply for 'Letter of Exemption' (Certificate of Conformance) from KPDNKK (you may be asked by customs to do so).
Other items mentioned before by you isn't subject to Customs Prohibition of Import Orders regulation, and have different tax rates;
Boxes/Cases/anything for storage made from Plastic: 20%.
Boxes/Cases/anything for storage made from Paper: 25%.
Keychain (whether from Plastic or Glass): 10%.

now, toys or anything that can be described as toys must have permission from KPDNKK to import it, or called Certificate of Conformance (COC) from KPDNKK, it's just like you need to apply import permit to import some goods into Malaysia. If the toys is for personal use only, you may apply for 'Letter of Exemption' from KPDNKK and show it to customs in order to release your goods which is detained by customs. Contact KPDNKK for explaination regarding COC or 'Letter of Exemption' for toys related goods;

Thinners (3814002000): tax 25% total.
Paints, whether based on acrylic or vinyl polymers (320910): tax 35% total.

Dominos/all kinds of puzzles (9503004000); 10% total tax. Puzzles or all kinds of puzzles of under 500 pieces is subject to Customs Prohibition of Import Orders 2012 (Corrigendum 2013) with notice; The import must be accompanied by a Certificate of Conformance.

2.A 27inch LCD monitor without hdmi, is it tax free?
3.Taxable item like pc case, cost under RM500 including shipping fee, will kena tax?

Hello there, i have a parcel stucked in "farmasi" recently.
It is cosmetic that deliver from korea, and post office let me to call kastam, after i call kastam, they told me item took by farmasi, let me to call farmasi (03 87872437), then the reception? or the girl that answer the phone tell me i am buying too much, so they are holding the item.
And she told me if i wanna take back, i have to write surat rayuan, and email to her boss name abdhaliman.
I asked that is that i can take back my item for sure after writing the surat rayuan, she say no, have to see my boss decision... walao...
any1 can help me ???
