Your items will be detained by customs I think, because now, skin care products is fall under cosmetics products, and that means you need permission from Pharmaceutical Services Ministry of Health Malaysia. More info can be obtained in the following website;

Contact Pharmaceutical Services, Ministry of Health for clarification.

You can appoint an agent to deal with customs for you via Pos Malaysia. They'll send a form for you to fill up if your item is detained. Fax the form back together with an invoice (which you can get from the seller). You'll need to pay the custom fees (sales tax etc) + the extra charges for appointing an agent (around RM40) and if you prefer, you can have Pos Malaysia deliver the item to your address for an additional fee or collect it at the nearest post office. If they're shipping it to your adress, you can pay them by cash or by bank draft. They'll call to let you know the amount owed once you've submitted your form and invoice. It's pretty simple.

No..but if the tablet have any type of cellular network (GSM/GPRS/EDGE/HSDPA/LTE/etc), you need to apply for SIRIM import permit.

if i'm not wrong, any device with frequency will need SIRIM approval. build in with WIFI, RADIO, BLUETOOTH, TV will have frequency transmit.

to be exact, currently, all items that fall under HS Codes of 8443, 8517, 8525, 8526, 8527 & 8529 need to apply SIRIM Import Permit (mandatory).

Brushes: total tax 15% (9603.30.XXXX)
Paints (paint need to be specified e.g. acrylic based paint, etc): total tax 35% (3209.XX.XXXX).

I'm being told by the local importer that the rates is

Tablet have no tax & duty. But, if the tablet have an access to cellular network, you need to apply for SIRIM Import Permit. Info regarding SIRIM Import Permit may be obtained here;
