tried to unplug and replug the PCIe Adapter and USB connecter for Bluetooth, doesn't seem to work.
the chipset is intel AX200, this chipset seem to have such issue, even with big branded laptop that came with such chipset.
my system is AMD Ryzen 2600, GIGABYTE B450 AORUS PRO.
Intel® Wireless Bluetooth® Package version = 22.10.0 & Intel® PROSet/Wireless Software 22.10.0 claim to fix such issue at changelog, but doesn't seem to work.

UPDATE: missing after standby and wakeup still happen.
it seem just turn on the wifi and bluetooth, or turn off airplane mode for awhile around less than 1 min, for each turn on computer or each wakeup after sleep could fix the missing issue with 0 tweak needed.
after turn on wifi and bluetooth, there is a usb connected sound and bluetooth is turn off again, then try to turn on bluetooth again, if this situation happen, it mean the missing issue exist.
