yes can for condo maintenance, but kinda waste with FCB, unless no other decent cards for general purpose.

water bills = utilities = no cashback

only if condo impose surcharge. my condo mgmt doesnt impose surchase for using card (still pending to swap terminal with Wave feature)

Of course. As long as the management office has such payment channel at the first place.
Otherwise, you have to pay with cash only or online fund transfer for those management offices which still stuck in the last century.
