If I wanna go Japan for the 2020 Olympic closing ceremony, how much budget should i prepare? Excluding flights. Thinking of going to see the opening or closing ceremony. Don't think i'll attend any of the sporting events. Just the opening or closing.

Hi, Im going to Tokyo and Hokkaido this end of November 25/11-3/12.
My itinerary is fly to Obihiro airport > Furano > Biei > Asahikawa > Sounkyo > Daizetsusan > Asahikawa > Sapporo > Otaru > Niseko > Lake Toya > Sapporo > Back to Tokyo. I was wondering how is the snow condition will be like? is it advisable to drive around Hokkaido? Im considering either rent a car or buy JR hokkaido pass.
