Max settings include max AA and GameWorks settings? If yes then you need the highest end card like GTX980Ti/Titan X, Rise of the Tomb Raider is an example, if you want to max it out with max AA then you seriously need to invest in GTX980Ti, even it is only for 1080p screen, the famous GTX970/R9 390 can only produce 40 FPS (average) with all settings maxed out.

CPU is still good for modern games, so you can just upgrade GPU and PSU if needed.

And yea your budget can fit a GTX980Ti, but the question is "is it worth to spend so much?", well I will suggest you to hold on and wait for next gen GPU (Pascal and Polaris) first before upgrading your rig.
*
AA probably i will set on FXAA or MSAA X2, not above than that, and the GameWorks settings probably not really gonna bother to turn on, like The Witcher 3 HairWorks, I definitely not gonna turn on since many people say that it is FPS killer and I dont care much about this GameWorks thing.

GTX 970 would be good I think. My i5 would not bottleneck right?

Thanks for the reply.

I really would like to play counter strike global offensive on 144hz. Is it possible to build a rig + a monitor(144hz) at around 2500-2800rm? If not could you suggest something but not more than 3100rm.

I don't really want to play any other game at the moment and I'm perfectly fine playing at low res, low quality and at 4:3 in cs go as long as I can maintain high fps and play at 144hz. Nothing too special. Playing cs go on really optimal settings would be great. Thanks really appreciate it.

Since i5 + GTX970 build is very close to 3k so I will list it out first, it is worth the extra top up but will end up with no SSD and H110 chipset mobo, not really a big deal for gaming rig since the first priority is gaming.

Intel Core i5 6400 - RM 779
Gigabyte H110M-DS2 (D4) - RM 289
Kingston 8GB DDR4 2133MHz Value RAM - RM 196
Zotac GTX970 4GB GDDR5 Reference - RM 1397
WD Blue 1TB HDD - RM 215
FSP Hexa+ 550W - RM 188
Bitfenix Nova - RM 149

Total: RM 3215 (ETech price inclusive of GST)

If you want a more balanced build and keep everything under 3k, then go for this.

Intel Core i5 6400 - RM 779
Gigabyte B150M-D3H (D4) - RM 403
Kingston 8GB DDR4 2133MHz Value RAM - RM 196
Zotac GTX960 2GB GDDR5 ZT-90302-10M - RM 867
Kingston HyperX Fury 120GB SSD - RM 209
WD Blue 1TB HDD - RM 215
FSP Hexa+ 550W - RM 188
Bitfenix Nova - RM 149

Total: RM 3006 (ETech price inclusive of GST)

Optional upgrade to Asus GTX960 4GB GDDR5 Turbo at RM 927.

Your budget can fit a GTX980Ti, which can be a little overkill for 1080p screen, but it is definitely able to max out all the games easily at such resolution for the time being.

Intel Core i7 6700 - RM 1317
Gigabyte H170-HD3 (D4) - RM 488
Corsair 16GB (8GB x 2) DDR4 2133MHz Value RAM - RM 400
Zotac GTX980Ti 6GB GDDR5 AMP - RM 2999
Kingston HyperX Fury 120GB SSD - RM 229
WD Blue 1TB HDD - RM 215
Seasonic M12II EVO 620W - RM 409
Thermaltake Versa H25 - RM 180
Dell S2316H - RM 669

Total: RM 6906 (Techview price inclusive of GST)

If you have extra funds later, upgrade to 1440p/4K or a G-Sync monitor then it would be perfect nod.gif

Just drop the SSD for the time being to cover up the money for an i7 6700K.

Or alternatively, you can opt for single stick of 8GB RAM first.
