I don't know because I haven't tried VIP 20 before but I think the upload speed is great for uploaders.
In term of streaming, I believe download speed plays a crucial role.

I am using Net Meter. I can get 1.7 Mbps on clear days. Sometimes streaming is slow and this is not due to my 2 Mb as Net Meter is sitting at 0.2-0.5 Mbps (limitation is somewhere else). So even if I upgraded to 50 Mbps, I think I will still be sitting at 0.2 - 0.5 Mbps for that connection. Correct me if I am wrong.

I stream Full HD content using my sister's 4Mbps Streamyx buffers a lot. I use my own 30Mbps to stream and no issue at all.
I download my stuff within few minutes, while slower speed takes longer time. Not everyone likes to wait and wait.
If 1Mbps or 2Mbps can do the work, why ISP bothers to upgrade their speed?
