No problem. I believe there are certain criteria that needs to be met in order to get the AF waived. Their marketing department will analyze base on the criteria and flag in the system whether you are qualified for the waiver.

Retail Spending (Transaction) = All Purchases of Goods or Services (including all the Billing, Insurance, Quit Rent, Assessment Fee...) Charged to the Credit Card.

But, NOT Including : ALL Cash Advances, Balance Transfer, Installment Payment Plan, other Credit Plan, Annual Fee & Charges..

Yes. Citibank cc has lots of terms. What you mentioned is correct, a lots of transaction doesn't entitled for points (pls read the term carefully). I was being trapped in the past also. When I spend on UOB card, I get the uniringgit points. Means UOB are easier to collect points. Anyways, I am not using both of this cards now

I don't understand what the problem is? This means you probably didn't spend much with the card so why should they waive it for you? It's not like they're asking you to spend it in one transaction.

Previous years I got my annual fees waived. However this year Citibank made it quite difficult to get it waived. I spend average 4-5k per month and settle all in full every month. What should I do?
