Assessing the Middle East's New Joint Force ![]() In response to the escalating conflict in Yemen, Iran's warming relations with the West and the United State's disengagement from the Middle East, the Arab League announced March 25 that it would be assembling a new joint Arab force. Under the proposed plan, the Egypt-based force will be led by a Saudi general, will consist of 40,000 troops and will incorporate soldiers from Morocco, Egypt and the Gulf Cooperation Council. When assembled, the force will have the flexibility and tactical capabilities to rapidly react to crises throughout the Middle East and North Africa. Initial reports indicate that the joint force will consist of 500-1,000 air service members, 3,000-5,000 naval service members, and 34,000-35,000 land service members. The land forces will in turn be broken into three distinct subcommands: special operations, rapid reaction and rescue operations. While the duties of financing and maintaining the force will fall largely on the energy-rich Gulf states, it will be up to the poorer Arab states — Jordan, Morocco, Egypt and Sudan — to provide the bulk of the force's manpower. The formation of the force has broad support throughout the Arab League members, albeit for different reasons. Morocco and Jordan hope that their tactical cooperation will strengthen and facilitate future economic ties with Saudi Arabia. Egypt is also dependent on the Gulf council for financial assistance, but it also hopes to regain some of its regional prestige by hosting the force. For Sudan and Qatar, the force will open up new regional and international relationships, in addition to bolstering both countries' domestic security. Although a framework for the funding and makeup of the joint force has seemingly been agreed upon, several logistical and political hurdles may undermine its effectiveness. Primarily, the Arab League lacks logistical and procedural cohesion. The forces that will make up this joint force use different equipment, have received different procedural training and lack a standardized form of communication. In addition, it will be difficult for the joint force to decide on campaigns given the member states' competing political agendas. Egypt will probably want to conduct a mission in Libya while Saudi Arabia may be more prone to deploying troops in Yemen or Iraq. There is no doubt that the joint force will possess the funds and manpower to efficiently implement change. "We're confident we can bring together all of these pieces in a package that's small enough to be carried on light tactical vehicles and powerful enough to counter these threats," said Brig. Gen. Kevin Killea, vice chief of naval research and commanding general, the Marine Corps Warfighting Laboratory. "We can expect that our adversaries will increasingly use UAVs and our expeditionary forces must deal with that rising threat," said Col. The US Navy Office of Naval Research, responsible for directing the research of weapon systems for the Marine Corps, has spent $11 million to develop this vehicle-based laser device. In his daily press briefing held this evening at Riyadh Airbase, Asiri said the Houthi militias are now lacking command and control and that the leading hierarchy associated with the deposed president Ali Abdullah Saleh has turned to be cut off leaving the Houthi militias to launch random individual operations to achieve personal gains at the expense of the security and safety of Yemen and its citizens. Asiri explained that the coalition forces have become more accurate in targeting vehicles, camps, ordnance warehouses and fuel tanks captured by the Houthis through robbery, in order to use them, later on, indicating that the airstrikes have carried a quantum operation, in Abeen, as solid information were received on mobilizing military vehicles and equipment there, hence the coalition forces hit them. Asked about the so-called initiative of a special envoy of the deposed president Ali Saleh to secure a safe haven for his boss and find a possible settlement to the determination storm operation, or have it ended or stopped, Asiri said the operation never deals with individuals but is committed to solve the whole issue absolutely, noting that the situation before the start of the operation would never come back again. He noted that the militias were controlling most of the Yemeni territories of the north and southwards at the beginning of the storm, but now they have lost control and scattering on the ground in isolated spots. He drew the attention to the fact that the militias are now on the defensive and more vulnerable to coalition forces airstrikes which became more accurate, vowing that they would achieve their goals very soon. He said fighting in Taiz is taking place between Brigade 35 which supports legitimacy and some militia elements and popular army supporters, drawing the attention that over the last 24 hours, the operations were continuing and that the airstrikes are providing a strong back up, describing the situation inside Taiz as stable. He noted that the militias are taking refuge in residential cities and inside schools, hotels and hospitals with strict instructions for the coalition airplanes not to attack them unless a rare definite chance arises, citing the attack on the vocational institute and adding that yesterday targets in Loder and Abeen were attacked as they were seized by the militias. Asiri said that the aid dropped inside Aden is a military logistics to back up the resistance, in order to carry out with their tasks, pointing that a great number of ships is heading to Yemeni ports of Aden and Hodeida, in coordination with the Yemeni government. He confirmed arrival of medical appliances, throughout last week, by the Red Cross, pointing to the difficulty of traffic for the committees and relief agencies, from the ports of Aden and Hodeida as well, towards hospitals and needy areas, as the Houthi militias wage guerilla war, within the cities. Asiri remarked that the operations of the coalition came in response to the call of the elected president who felt that the motherland and the citizen, alike, were kidnapped by these militias, hence came the Operation Determination Storm, confirming that all walks of life, in Yemen, are calling asking to be saved of the militias and their deeds, adding that as soon as the operation completes its goals, security and peace will return to Yemen and all its citizenry, with no exception, at all. The operation of the coalition has loosen the relationship between the deposed president and Houthi militias, indicating that declaration of commanders of some brigades and military units their loyalty to the legitimacy, was but a response to the military work on the ground, as they felt that they are under pressured, Asiri said. He explained their situation, pointing to two main factors: military operations that weaken them and late feeling of some commanders of their responsibility, asserting that their gains would not be achieved and that their relationships have now become more stressed.
