France is everywhere from the navy to the airforce  

China is well, pretty much we just want to have good relationship with them (show of courtesy) but as far as i know top military brass have always been caution of each other intentions and actions. Even buying a china ships would raise eyebrows

No idea.. and since it only have guns/cannon prolly even local shipbuilder can supply it 

using 1/3 assumption where 1/3 is on duty, another 1/3 is on rotation/resupply and the last 1/3 is on maintenance works

basic, we will have 6 vessel but only 2 active at one time while the remaining 4 is at dock either resupply or maintenance works

there still serious lack of hulls if you were to ask me
