Make sure you get similar with what i suggested,albeit with 8GB GSkill Aegis 8GB 1600MHz and no SSD if you decide to get from them.

1 more thing does the MotherBoard that sifus suggest comes with built in wifi cause i may need one. tyvm

Nope.It doesn't.Just get a Wi-Fi USB Adapter..TP-Link TL-WN727N RM15.

Of course the xeon,
it is more economical to get that as the i5 K nid xtra juice n stable mobo to OC,
next gen gaming already start to utlise multi thread which xeon have more,

xeon is an i7 without iGPU with slight lower clock

Of course the xeon, xeon has hyperthreading technology and will definitely help in future upcoming games as more games are utilizing the extra threads. Xeon build will also be cheaper since you do not have to spend another RM 200 for z series mobo and stock cooler will run fine too on xeon so you don't have to spend more to get an aftermarket cooler.

Still no better IMO.Although some people prefer to overclock,it's advisable to get a Xeon even though it's locked or i7 4790K for RM400-500 more.Games are taking advantage of more cores/threads.

Then your best bet is GTX 960. All are within your budget range. I would personally recommend Asus GTX 960 Strix OC, RM929 though.

Alright noted... after comparing, looks like a used 970 would be better value for money , and double the memory size also.
