Yup it's totally fine to use cheaper B85 mobo, but you might need to update the BIOS before you can run the xeon, but most of the new mobo have the BIOS updated now since this CPU is released last year.

PSU with 520W is more than enough to run the xeon and GTX970.

I am not aware that you need a casing so here is some refinements.

So you left around RM215 for casing.

After fresh Windows 8.1 installation, it takes up around 20GB space and after windows update, it takes up another 10GB so you left around 80GB for your usage, it's enough for me since normally I store frequently used software in my SSD only, other files in HDD.

Just a very small performance increase so it is not worth to upgrade to 4th gen from 3th gen.

Using 2 4GB and 1 8GB RAM won't impact performance unless you are benchmarking them which dual channel will give a slightly better score, so in real world 1 8GB RAM is enough and have higher resell value.

And your current processor is using LGA1155 socket so you need to look for 1155 socket mobo if you are building a ITX rig.

If you want to get a motherboard which can upgrade to next generation (5th) processor, then you need to choose 97 series chipset motherboard, it supports current (4th) and upcoming (5th) generation Intel processor, no motherboard is capable to last for processor upgrade for more than 2 generation so meaning if you want to upgrade to 6th generation Intel processor later then you will need to change the motherboard again.

500 SGD is around RM 1345 according to google, you can get a Intel i7 4790 + H97 motherboard with such budget.

Yes, basically that Xeon is i7 with lower clock speed, no iGP since you are going to get a discrete GPU and cheaper price tag too.

If you are going to overclock, get the one with K and Z97 mobo, if not going to overclock, get non K and H97 mobo or cheaper B85 mobo. I am not sure what is the current price of the hardware in SG so I can only recommend as below:

Can try to get this overclock build if it is within your budget since your PSU is able to support:
Intel i7 4790K + Gigabyte Z97X-Gaming 5

If out of your budget then get a non K version:
Intel i7 4790 + Asrock H97 Pro4

Yes, it's Haswell Refresh, as long as your ram is DDR3 then it shouldn't have any problem with the new mobo, the mobo supports your current GPU as well.

Here's the case:

The things I always use on my computer are GOM player and Mozilla firefox. Recently, I noticed sometimes when playing video files (something like youtube vidoes at 36p) it lags/hangs. When it happens, I saw the Mozilla used up 50% of my cpu alone. I could solve it by restarting the Firefox. And then it happened again. Normally, Firefox only uses 3-5% cpu. I am using the latest Firefox and GOM player. I also noticed that that the current release of Firefox could hang sometimes when I use it alone. I updated, still the same, maybe I just have to downgrade to several version before?

So what do you guys think? Need a cpu upgrade?

Suspect is RAM issue, check your RAM usage under task manager, 4GB is not enough nowadays if you open a lot tabs in your browser and multitask at the same time.

If you do not multitask a lot then 4GB should be fine and your CPU is ok for normal browsing and watching video, try using other browser like Chrome which has a better memory management.

I checked your chassis, it supports both ATX and M-ATX mobo so either Asrock H97 Pro4 or H97M Pro4 is fine, H97 Pro4 (ATX) has more PCIe slot and is just RM30 more so getting the H97 Pro4 is more worth.
