A 2004 diamond with no Cut grade, with Polish at Good and Symmetry at Very Good, and without any proportions? My guess is between USD 400 - USD 500. You can just research on BlueNile (https://www.bluenile.com) for the price of a similar carat size stone but with 3EX (triple excellent). Just put your price lower than the lowest one. TBH, it is hard to sell this diamond because it is lack of vital details and there are so many 3EX in the market now.

Perhaps you can try to send in to GIA for regrading, you may try to ask your local jeweler and see if they can send for you. If not, then you probably need to go to Thailand or Hong Kong and send it in yourself. But then, your Polish and Symmetry may probably come back the same, and again, it is still not a 3EX and there is really not much potential to let it go easily.

Wow your analysis is very detail, thanks.
I wonder why this report didn't include the cut grade.
Newer reports sure got.
Does that mean pawn shops also will give a lower than the price range you have provided?

Perhaps that time it is not common to share too much info on the report, unlike now. As long as the consumer knows lesser, it should be easier to sell. But then, time changes and consumers have become smarter and demand for more info.

My guess is pawn shops may be even lower, if they are going to take in. Diamonds below 1 carat usually have not much resale value and moreover, the diamond of yours is not triple excellent, unfortunately. Besides, I think it may be hard for them to identify the authenticity of the stone. Anyway, I have to stress that the price range is based on guess only after looking at the prices on BlueNile. Perhaps you can try to visit a jeweler and ask and see if they will help you evaluate your stone, if yes, then you may bring for them to see. Good luck!

I am affiliate to both Brian Gavin Diamonds & WhiteFlash, so I would recommend them first. Both of them carry mostly AGS graded diamonds which are available in their current inventory and not virtual inventory. They are Hearts & Arrows diamond and usually their price may be higher than the other stores I suggest below, but they have images to proof the performance of the diamond and their diamonds have excellent proportions:

If you want excellent Hearts & Arrows, I would say Brian Gavin Diamonds. They are pretty consistent with their H&A pattern:

What sort of 4Cs you looking at?

What's the specs of a loose diamond for under RM20k? Preferably VS1, any colour above J, 0.8.1 carat.

0.813 G VS1 WhiteFlash ACA:

At wah Chan signature it is more looks like a mix and match ring. Is it good? They can do it on the spot ah?

Great. So how do you feel about this ring? Have you compared to other triple excellents?

Personally, I won't take this stone unless there is something that really captures me (which I think is highly unlikely). It may be the fire it produces or something, but in your case, it is definitely NOT the price. It seems cheap, but I would ask the vendor to provide me a few other options to choose again. If this vendor does not have, then look for another vendor for more options.

Although it has a 3Ex grade in the report, this belongs to the lower tier of 3Ex. Yes, you heard me right! There are good 3Exes and bad 3Exes out there bro. So don't get fooled by this 3Ex marketing tactic many salesperson use to push their not-so-good diamonds out. They will tell you that GIA already gave it a 3Ex grading, so confirm it will have very good light performance, good proportions, bla bla bla, yadda yadda yadda, roller coaster.

The best way to check if a 3Ex you are looking at is indeed a top range one is by examining the stone under different scopes - ASET and Idealscope for light return, and H&A scope for symmetry.
