As for current ceramic model (116710) the same policy should also apply because Rolex does offer the watch in two insert colors, black and blue-black. The black insert is still being offered and no official announcement about it being discontinued.
So, my points then are it is legit, parts can be sourced via official RSC or other watchmakers, and also most importantly cost saving rather than buying a new one at above retail price when it's just insert and GMT hand color changes.

As far as I know, Rolex parts are on a 1 to 1 basis, meaning if you want a BLNR bezel, you have to have an old damaged bezel to change to a new one.
Price is 3-4k per bezel insert.
As for the Blue 24 hour GMT hands, the same applies.
But on the black GMT, it would look weird after swapping out the parts as the dial text "GMT Master II" is in green while on the BLNR model, it is white.
Parts can be sourced via some back door dealer if so required.
But as for me personally, I wouldn't do it...
