Square Enix Account Management System is international.
There is no eu, na or jp.

When you try to log into that management system, you can log in via https://secure.square-enix.com for any region.
Even so, your account is tied down based on the country that you have initially set

If you have set it as America. then all your codes otherwise stated must be generated from US server.
For example, NA beta codes cant be used for SE accounts that is not under NA.

If you have initially set the account under the NA region, either you make sure you buy a NA version of FFXIV or recreate another account that is non NA.

Additional notes
However, you can play any region using the same Game Client.

P.S. I have contacted SE about changing countries from North America to Australia. They can't do it.

you meant FF14:ARR?
if yes, then you need to wait after the OBT when the early access is available to those who bought it (most probably after the OBT). If you buy frm GMG, then they should show you a line like this:
You will need an active Square Enix account to complete the process so, if you want to set one up in advance, please go here: http://eu.square-enix.com/en/seaccount.

when the game allows you to register the code, then it will show you how to complete it.. In the mean time, everyone is still trying to cure their withdrawal symptom.. lmao..

hmmm sorry, I don't really understand.
he has NA SQEX account.
he logged into eo? u mean EU square enix?
EU square enix website? you mean EU Square Enix Account Management site?

from what I know, no matter where you log in from into SQEX Account management, it'll always redirect you to the one you initially set your country with the account in.
so, if I understand correctly, (sorry, due to SQEX damn many type of website, it's really unclear and i'm guessing how your friend registering it) your friend should have logged into his NA SQEX account management page, but he can activate FF14 with an EU code? BTW, you're talking about FF14 1.0? or beta code? but anyhow, it's impossible to do that leh.... is there some misinform info from your friend side?

PS: BTW, i'm not being cocky or whatever, I'm really interested to know if there's really a possibility of that happening.. I really want my account to become EU or at least able to use EU code since my NA account is driving me nuts.

let me share my experience with those who have bought fr gmg who is very confuse.

Now firstly, if u buy FFXIV:ARR from gmg, u will be given an activation code. Now this code is EU region. This activation code is not the original game code but it is an early access code. I have spoken to gmg support to confirm this. In the email they have provided 2 websites.

The first WEBSITE1 is for you to put an email account so that they could inform you when the game is launching.

The 2nd website2 is actually an EU SE website for you to key in ur early access code which was provided. The email actually says you can do 1 step in advance to register ur current early access key to the EU SE website.

Now my issue was i have registered an NA(North America) SE management account (SE management accounts are for you to subscribe to the game). I have use this account to log into website2 and key in the early access code as well. The game did register itself in website2 BUT it DID NOT reflect in my NA SE management account. At this point i was very worried so i wrote into SE support. i have chat with them through live chat for around 30mins. They have inform me that since the game is in eu region, it is impoosible to register the game in the NA SE management account hence i wont get to subscribe to the game with my NA SE management account. I ask them what if i made a new EU(Europe) SE management account and then register the game. They say it will work BUT i will lose the early access gifts since i already registered the early access code. Bare in mind even if your account is an EU SE management account, it will not reflect too according to support since they have not finalize anything yet. In the end they ask me to request for a new code from GMG.

Hence i wrote to GMG regarding my conversation with SE support. They find it too troublesome to change my activation code so they REFUNDED.I have made a new EU SE management account too. Ultimately i bought the game again from them and this time round i decided to hold on to the early access code until further notice.

So for those who bought from GMG, i strongly suggest you hold on to the code and do nothing besides going to WEBSITE1 to input ur email.

Hope this clear things up for those who bought from GMG

Well what i know is he created his account from SE NA (http://www.square-enix.com/na/account/)
bought a game from GMG (digital collectors Edition)
logged in using his NA SE account from http://eu.square-enix.com/en/seaccount and activated his FF14:ARR product ...
when he logged in to http://eu.square-enix.com/en/seaccount shows FF14 Activated and URL on top is http://eu.square-enix.com/

well hope that will make things clear but yes.. it worked for him.. NA SE account used to log in to EU SE Account site and activate his FF14 bought from GMG ..
