From August 2014, firms with more than 25 employees must advertise a vacancy for professional or managerial jobs paying less than S$12,000 (5,992 pounds) a month on a new jobs bank administered by the Singapore Workforce Development Agency for at least 14 days. Only after that period can the company apply for an employment pass to bring in a foreign national.
The city-state will also raise the qualifying salaries for employment pass holders to at least S$3,300 a month, up from the current S$3,000, starting in January 2014.
"Even as we remain open to foreign manpower to complement our local workforce, all firms must make an effort to consider Singaporeans fairly," said acting manpower minister Tan Chuan Jin.
"Singaporeans must still prove themselves able and competitive to take on the higher jobs that they aspire to," he added.
The Ministry of Manpower said it will also scrutinise companies that "have a disproportionately low concentration of Singaporeans" in professional or management positions compared with others in the industry.

I definitely applaud the Singapore govt's initiatives to protect their own local people. That said, I'd like to see what are the detailed results and requirements of the 14 days issue and the open to local first

aka. Let's say there is an option to :

a. hire a local, but from interviews, not impressive and paywise is higher
b. hire a foreigner - competent, hardworking and asks for a lower salary than the singkie.
Would WDA allow the firms to still hire foreigners, or would this mean the local firms are forced to 'telan' the less competent local? (but from the sounds of it, it's just asking them to consider la.. )

Also, is the whole WDA job board thing going to bypass the other job boards. since essentially what this means is all job postings will now need to centrally go to this 'wda job board', since it has to go there anyway. So all the other boards such as jobsdb/monster/jobst etc are going to be redundant?

Those who has made it not necessarily selfish leh. The decision n new implementation is done by Singapore gomen leh. And I don't think what's wrong with it if the gomen is trying to protect her citizens.

Is it correct for renewal also need to advertise the slot? No take up by local then only deem fulfill criteria for renewal? Any input on this?

Where is yr working area? With ur 700 budget, u can consider toa payoh or ang mo kio. If u want cheaper, can try woolands or jurong. If u prefer convenience and cheap, look for lavender, kallang, aljunied.
Act find a room not difficult, no need agent. Just tell us exactly ur what u want and ask around.

cabut & wanna make come back after few years, should not be a problem, so long that you:-

1) clear & maintain cyrstal clear record with IRA;
3) clear all billings before you pack your bag;
4) stable>> no job hopping (suka-suka)
2) no nasty remarks made by previous employer in MOM;

this is important:- use back your original FIN no when you do new application when you wanna make a comeback.

i started yr2000, stop in yr2004 (1 company), comeback yr2007 (1 company till now)
