Its mainly because of the height adjuster of the driver seat. When the seat being lowered to maximum, it may apply extra pressure to the airbag wire hardness that may cause malfunction in long run.dont worry about the airbag,if the airbag malfuction there will be a airbag warning signal pop up at ur SID

The service bulletin is to inform all service dealers to reroute the airbag wire hardness so that irregarding of any height adjustment of the front driver seats, it will not affect the functionality of the driver seat side airbag.
And also why no recall for passenger seat, as there is no height adjuster to begin with.
