It is OK, but again, we don't recommend high end GPU with low end PSU.
If your budget permit, better get higher tier PSU.

Yup FSP Hexa+ will do fine, or up budget a bit get Seasonic S12II 620W pun ok

I3-2100 Asrock h61 mobo Kvr 4gb ram x2 = 8gb Dvd drive 2x sata hdd 320gb each Fsp hexa 500w 4fans running
What card is the max i can go for? Was searching for r9 280x used unit, but somehow i notice that r9 280x required pretty heavy power, can my fsp hexa 500w support it?
Which card should be the max (reasonably safe lah haha) that my psu can support? R9 280? How about nvidia card?
Edit: Did a quick search in this topic and i found out that fsp hexa 500w is not recommended to run r9 280x. Even if it runs it will stress the psu. So 280x is out now. What other choices do i have? Im seeking for used unit. So can be some mid high end cards. Using it for 1080p gaming.
P.s. no budget to change psu yet, so aiming cards that my psu can support.

Aside from power comsumption, i doubt 2nd gen i3 can handle the r9 280x i would say go for gtx960

For you, better get a GTX960. PSU requirement very low only. AMD R9 series all of them are power hungry but very fast. I myself is an R9 290 user.
Shouldn't much of a problem - AMD recommends a high quality 500-550W unit for a HD7950.
My HD7950 is still going strong with a 550W PSU, though my PSU has a much higher quality than yours...
I did some searching and found out sifu goldfries mentioned before he run a HD7950 with a 450w psu and total system consumption is around 300w (iinm). So I assume 500w also can. Back then when I build this rig no more budget to get high quality psu, so settled with this fsp hexa. So far no problem (touchwood) for the past 2-3 years of usage. Hope it can lasts another 2 to 3 years before I do a major upgrade.

Yeap GTX 960 is very power efficient. But new card cheapest is RM700 and there are very few used card available. Even have the seller also expecting quite high price. So try HD7950 first. Appreciate the suggestion.

system with any single gpu so far should have no problem if it use good 500W PSU.
Looking for a PSU for my new rig. Will overclock G3258 to around 4ghz and run a R7 250X. Should I go for Antec VP500P, Hexa+ 450W or any other recommendations? Found Odin 550w for a cheap price. Too good to be true?
