geez.... i send request to cancel my cards, thought they will call me to waive the annual fees + offset GST....

Unfortunately, they din call me, and cancelled the card without informing me...
I notice this when i cant online login anymore, and give them a call to verify...

Why they have to inform you since you're the who submitted the request yourself in the first place? Perhaps your request hasn't reached to their arbitration department.

If you receive email from citibank that you have enrolled to electronic services means your application is successful. They are usually quite fast in processing application

let say i have a negative value(i overpay) in my shell cashback card acc.. if i want to upgrade to platinum cashback, is it possible to do straight away?
meaning the negative value will carry forward.

I firstly apply in Nov 2012 and citibank reject me without giving any reason and notification. I try again in JAN 2013 and after 1 week I got 2 cards although I only apply for one
Is that my agent trying to get more commission from me?

It all depends as to whether you filled up the forms yourself or did you allow the agents to do most of the filling up by the agent ?
If the latter, this is the consequences of allowing agents to fill up sections of the forms without supervision. The damage could have been worst. If you felt this should not have happened, then you consider lodging a complaint so that such things are not repeated ever.

the usage of the card must exceed certain amount if you want to waive the annual fee for the categories that u chosen?

I saw him tick only one card and mention I only want the Air-asia card. But still okay as I able to swipe 6 times each card each month.
But what I dislike is he also apply Citibank ready credit for me? Is that come with the card or is he busy body to apply for me also?
