That's the reason you got it. I already canceled my Oz credit card when I came back to Singapore, so even when I logged onto the Oz Play Store to order the Nexus 7, they declined me cos my card wasn't assiciated with an Oz/NZ bank. So I got my sister who lives and works there to buy it with her credit card and link it to a fresh gmail account I createdl, but it was still declined since my details (I think mainly gender) didn't match and they suspended my that accounts gmail wallet till I could provide scanned copies of identification that associated me with my sister's credit card.
So in the end I just told my sister to order it from her gmail. That's probably why I didn't get the credit when I logged onto the Nexus 7 for the first time, since I used my old google account/wallet which just has a couple of Singapore based credit and debit cards.
Anyways, it was to be expected and I'm not too bummed about it. My sister can get the purchase fee reimbursed at the end of the year through some sort of "professional development allowance" her employers give her for buying computers and tech products, so the tablet is practically free.

I'm not sure cos I myself registered on iTunes a few years ago. In my time, I registered with a US address (my cousin's house and home phone) and just bought US iTunes gift cards to purchase stuff. Apple never asked for my credit card details and I can still buy from the US iTunes/App store till today, provided I have an iDevice logged into my old account and gift cards.
