Yes, CPL allows you to literally see through glare and reflective surfaces. That includes Glass. The Sky would be darker because CPL will also reduce the amount of light reaching the sensor, so may have to compensate with higher iso or slower shutter. and can make sky more blue and sharp correct??

Well, once in a while filters will allow you some shots which would be impossible to produce in photoshop.
