Ivory won the tender from Adam Primus, the administrator of Plaza Rakyat Sdn Bhd. But but there are alot more stories to that... and I heard Ministry not keen for Ivory unless...

Gamuda did show interest to revive Plaza Rakyat as well in the beginning:
