Nope.. Errr... We can describe ROM Manager like.....a base to flash recovery image, flash roms that are supported by rom manager, fix apps permission etc etc.. You got options whether you want to flash CWM (clockworkmod recovery) using ROM Manager... or.... straight away flash CWM w/o using RM.
For me, w/o using RM is easier and save time (maybe a bit). Both links given is CWM but for the 2nd link, it's a customize CWM with a lot of options, not like a usual CWM. And I almost forgot, your DHD still don't have CWM, so the way you want to install CWM:
- Click 1st link, download current version of CWM 4.0.1.4
- Just follow the installation guide provided in the thread.
- Done. (Now you have a CWM recovery)
But if you want to try the CWM from the 2nd link's given:
- Download this. <--- Click
- After finish download, copy this .zip file into the root of your SD Card.
- By using 'Quick Boot', boot into recovery.
- Find Install from SD card
- Find Install zip from sdcard
- Find the .zip file that you put inside you sd card.
- Just follow the step and reboot your phone.
- Done. Now your phone got CWM.

Radio image are not included with custom rom. Only kernel included with custom roms. For radio image, you need to flash it after you flash a custom rom.
