Its like another CPU program that works independently, only for the telco signal, wifi signal, bluetooth etc etc which makes up for the core phone applications.
So we cannot have applications that will hog all the cpu and memory til you cannot receive calls, cannot receive sms... so thats why the radio is there.... so that even when you are hogging all memory for applications and stuffs.. when there's a call coming in, you can answer (or of course cancel it
