It can never be implemented. If local investors have choices, they wouldn't want to rent to them in the first place. But there will always be those who are eager to cover their monthly instalments, hence renting out to anyone agreeing to their rate. JMB has no jurisdiction over who an owner can sublet to, as far as I am concerned of what the law has to say over it. JMB are only but a handful of committee that has voting rights over what should be done with public amenities/facilities. But none against an owner or tenant who pays their maintenance fees on schedule.
While I will not rent to them in my properties, I have no right to stop others from doing so either. If I was one of the owners who wants to rent to them, and the JMB are giving me problems with it, I will sue them for potential loss of revenue. I dare them to include that ruling into their House Rules in black and white. I doubt any JMB have the guts to do so if they understand the legitimate rights of an owner.
They can only take action if the tenant causes issues that are detrimental to the safety of the community, causes nuisance, or conduct illegal activities within the premise. But as long as they don't, there is nothing the JMB can do.
If there is, I'm all ears as I'm all for it, as long as it's legal.

Im in jmb as well and non of us dare to do such drastic measure.
At best we can only write a request o immigration and Majlis perbandaran to always do raid and check their passport/visa to see if they are staying here illegally
